Introduction to ECO4

Introduced by the government in April 2022, the ECO4 scheme will run until March 31, 2026. This initiative is part of the government’s goal to enhance the energy efficiency of all housing stock by 2035. Building on the ECO3 program, ECO4 includes significant changes aimed at making the scheme more user-friendly, with a greater emphasis on assisting low-income households and areas experiencing high fuel poverty.

What Does the ECO4 Scheme Cover?

The ECO4 scheme offers various energy-saving solutions for existing
homes, including: Insulation Insulation is a primary benefit of the ECO4 scheme, potentially saving homes up to £1,800 annually. Options such as cavity wall, solid
wall, room in a roof, and loft insulation are available, tailored to individual household circumstances. The scheme prioritizes a fabric-first approach, focusing on making properties more energy-efficient before considering other measures like heating upgrades. Green Heating Systems ECO4 supports the installation of green heating systems, including air-source heat pumps and biomass boilers, which can replace outdated, inefficient boilers and reduce energy bills by up to 25%. While solar panel installation is also possible, it is only considered if a heat pump or biomass boiler is not viable.

Boiler Repairs and Upgrades The scheme also funds repairs and upgrades for existing boilers, allowing households to optimize their efficiency. Boiler repairs can include diagnostics, cleaning, and necessary repairs to ensure functionality for up to 12 years.

Differences Between ECO3 and ECO4

While ECO4 continues many aspects of ECO3, it specifically aims to reach more vulnerable households and areas with high fuel poverty. ECO4 targets households receiving benefits or in the low-income bracket, ensuring access to affordable energy. Notably, some benefits previously eligible under ECO3 are excluded from ECO4 to better focus on low-income households. Under ECO4, the number of upgraded boilers
is limited to 5,000, compared to nearly 134,000 under ECO3. Additionally, only select households will benefit from biomass boilers, with more emphasis on insulation or air-source heat pumps.
